# Vaccine Injury Support Program

The **Vaccine Injury Support Program (VISP)**, also referred to as the **Pan-Canadian Vaccine Injury Support Program**, was a financial compensation scheme intended to provide support to individuals [injured or killed](https://www.whiteroseintelligence.com/Adverse-events-associated-with-COVID-19-vaccines) by [COVID-19 vaccines](https://www.whiteroseintelligence.com/COVID-19-vaccine).

The program was commissioned by the [Public Health Agency of Canada](https://www.whiteroseintelligence.com/Public-Health-Agency-of-Canada) (PHAC) and is administered by OXARO,[\[1\]](#fn1) previously called Raymond Chabot Grant Thornton.[\[2\]](#fn2) The program officially ended on April 1, 2026, and was replaced by the Vaccine Impact Assistance Program.[\[3\]](#fn3)[\[4\]](#fn4)

## History

On December 10, 2020, Prime Minister [Justin Trudeau](https://www.whiteroseintelligence.com/Justin-Trudeau) announced the implementation of Canada's first nationwide vaccine injury compensation program in preparation for the rollout of the [Pfizer-BioNTech COVID-19 vaccine](https://www.whiteroseintelligence.com/Pfizer-BioNTech-COVID-19-vaccine).[\[5\]](#fn5)

In February 2021, a call for proposals to develop the program was launched. The call closed on February 24\. The Public Health Agency of Canada established a committee to review proposals the following month, swiftly and unanimously choosing Raymon Chabot Grant Thornton to act as "third party administrator."[\[6\]](#fn6)

VISP was launched on June 1, 2021, at which point it began accepting claims. Program statistics were first reported publicly on December 1, 2021.[\[2:1\]](#fn2)

In July 2025, *Global News* published a three-part investigation revealing serious flaws in VISP's operations and practices.[\[1:1\]](#fn1) The stories highlighted numerous Canadians injured by COVID-19 vaccines who were unable to receive support from VISP.[\[7\]](#fn7)[\[8\]](#fn8) PHAC then launched a compliance audit into OXARO in late July.[\[9\]](#fn9) In September 2025, Guillaume Bertrand, director of communications for health minister Marjorie Michel, revealed that PHAC would take over administration of VISP at the end of OXARO's funding agreement in March 2026.[\[7:1\]](#fn7)

On April 1, 2025, VISP was officially retired and replaced with the Vaccine Impact Assistance Program (VIAP), a new program under PHAC's direct control.[\[3:1\]](#fn3)[\[4:1\]](#fn4) People receiving support from VISP and the several hundred applicants stuck in processing were transferred to VIAP.[\[3:2\]](#fn3)

## Program details

In order to apply to the program, individuals must have received a "[Health Canada](https://www.whiteroseintelligence.com/Health-Canada) authorized vaccine, administered in Canada, on or after December 8, 2020."[\[2:2\]](#fn2)

Despite operating under PHAC's purview and funding, the agency "is not involved in individual cases, including in the determination of decisions regarding causality or compensation." Furthermore, "PHAC will never receive disaggregated data on details on the nature of injuries for which claims are being submitted or approved from RCGT and Québec."[\[2:3\]](#fn2) The Province of Québec administers its own Vaccine Injury Compensation Program through the [Institut national de santé publique du Québec](https://www.whiteroseintelligence.com/Institut-national-de-sante-publique-du-quebec) (INSPQ).[\[2:4\]](#fn2)[\[10\]](#fn10)

### Statistics

Data on VISP is updated twice a year. The most recent update includes data up to December 1, 2024.[\[11\]](#fn11) Neither the Wayback Machine,[\[12\]](#fn12) Archive.today[\[13\]](#fn13) or the Ghost Archive[\[14\]](#fn14) are able to capture or display the data.
