The **Federal Communications Commission (FCC)** is an American regulatory agency based in Washington, D.C. It is an independent agency of the [United States Federal Government](https://www.whiteroseintelligence.com/United-States-Federal-Government).

## History

In 2015, the Edmond & Lily Safra Center for Ethics at Harvard University published a report by Norm Alster titled *[Captured Agency: How the Federal Communications Commission is Dominated by the Industries it Presumably Regulates](https://web.archive.org/web/20231007054302/https://ethics.harvard.edu/files/center-for-ethics/files/capturedagency%5Falster.pdf),* describing the FCC as a "captured agency" compromised by its financial ties to the telecommunications industry.[\[1\]](#fn1)
