It is based in Ottawa, Ontario, and is part of the federal health portfolio. CIHR was among the primary agencies responsible for Canada's response to the declared COVID-19 pandemic.[\[1\]](#fn1) ## History CIHR funded research into Vancouver's response to the 2003 SARS outbreak. A study published in January 2006 was co-authored by a number of individuals who would go on to play a significant role in Canada's COVID-19 response, including Patricia Daly, [Allison McGeer](https://www.whiteroseintelligence.com/Allison-McGeer), Mel Krajden and Robert Brunham.[\[2\]](#fn2) In 2009, Bernard Prigent, then vice president and medical director of [Pfizer Canada](https://www.whiteroseintelligence.com/Pfizer), was appointed to the CIHR's Governing Council.[\[3\]](#fn3) CIHR co-sponsored the Canadian Association of Genetic Counsellors (CAGC)'s 2015 annual conference,[\[4\]](#fn4) and the Fourth Global Symposium on Health Systems Research in Vancouver, British Columbia in 2016.[\[5\]](#fn5) ### COVID-19 [Charu Kaushic](https://www.whiteroseintelligence.com/Charu-Kaushic), Director of the CIHR Institute of Infection and Immunity, attended an event called "[2019 novel Coronavirus Global research and innovation forum: towards a research roadmap](https://www.whiteroseintelligence.com/2019-novel-Coronavirus-Global-research-and-innovation-forum-towards-a-research-roadmap)" hosted on February 11-12, 2020 by the [Global Research Collaboration for Infectious Disease Preparedness](https://www.whiteroseintelligence.com/Global-Research-Collaboration-for-Infectious-Disease-Preparedness) (GloPID-R) and the [World Health Organization](https://www.whiteroseintelligence.com/World-Health-Organization)'s R&D Blueprint.[\[6\]](#fn6) On March 6, 2020, the Government of Canada announced $26.8 million in funding for research projects related to the declared COVID-19 pandemic to be distributed among several federal agencies, including CIHR. The research priorities articulated during the GloPID-R research forum directly informed those set in this first round of funding in Canada.[\[7\]](#fn7)[\[8\]](#fn8) CIHR announced an additional $25.8 million in funding for 49 new research projects on March 19.[\[9\]](#fn9) On April 2, 2020, CIHR announced an additional round of funding in partnership with Research Manitoba, Research Nova Scotia and [Alberta Innovates](https://www.whiteroseintelligence.com/Alberta-Innovates) for three new project grants. The [COVID-19 Immunity Task Force](https://www.whiteroseintelligence.com/COVID-19-Immunity-Task-Force) (CITF) was also launched in April 2020, with joint funding from the CIHR and the [Public Health Agency of Canada](https://www.whiteroseintelligence.com/Public-Health-Agency-of-Canada) (PHAC).[\[10\]](#fn10) On May 15, 2020, the Government of Canada announced the [Canada Research Continuity Emergency Fund](https://www.whiteroseintelligence.com/Canada-Research-Continuity-Emergency-Fund) (CRCEF), "a temporary program" which was "established to help sustain the research enterprise at Canadian universities and affiliated health research institutions affected by the COVID-19 pandemic." CRCEF was administered by the [Social Sciences and Humanities Research Council of Canada](https://www.whiteroseintelligence.com/Social-Sciences-and-Humanities-Research-Council-of-Canada) (SSHRC) on behalf of the CIHR, SSHRC and the [Natural Sciences and Engineering Research Council of Canada](https://www.whiteroseintelligence.com/Natural-Sciences-and-Engineering-Research-Council-of-Canada) (NSERC).[\[11\]](#fn11) On February 16, 2021, CIHR launched the CIHR-CEPI Leadership Award for Excellence in Vaccine Research for Infectious Diseases of Epidemic Potential, co-administered with the [Coalition for Epidemic Preparedness Innovations](https://www.whiteroseintelligence.com/Coalition-for-Epidemic-Preparedness-Innovations) (CEPI).[\[12\]](#fn12) In March 2021, CIHR announced a grant funding opportunity called "Encouraging vaccine confidence in Canada" to be co-administered with the Natural Sciences and Engineering Research Council of Canada (NSERC) and the Social Sciences and Humanities Research Council of Canada (SSHRC). The grant was intended to fund projects to promote [COVID-19 vaccines](https://www.whiteroseintelligence.com/COVID-19-vaccine) to target populations, such as pregnant women, children, racial minorities and religious groups.[\[13\]](#fn13) In July 2021, the program announced a total of $2.26 million in awards to 48 recipients.[\[14\]](#fn14) CIHR provided funding for pre-clinical trials of the Providence Therapeutics COVID-19 vaccine.[\[15\]](#fn15) The inaugural recipients of the CIHR-CEPI joint award were announced on April 26, 2023 along with a $100 million investment from Global Affairs Canada to support CEPI's new five-year strategic plan to accelerate the development of vaccines for COVID-19, Lassa fever and Disease X.[\[16\]](#fn16) The recipients were Hélène Decaluwe, Alyson Ann Kelvin, Manish Sadarangani, David Safronetz and Karina Top. In August 2023, CIHR collaborated with the Public Health Agency of Canada, [Health Canada](https://www.whiteroseintelligence.com/Health-Canada) and the Office of the Chief Science Advisor to convene an "independent expert panel to conduct a review of the federal approach to pandemic science advice and research coordination."[\[17\]](#fn17) Dubbed the [Review of the Federal Approach to Pandemic Science Advice and Research Coordination](https://www.whiteroseintelligence.com/Review-of-the-Federal-Approach-to-Pandemic-Science-Advice-and-Research-Coordination), the external review panel is chaired by Mark Walport, former chief scientific advisor to the Government of the United Kingdom.[\[18\]](#fn18) ## Organization Various institutes sit within CIHR: -
