He studied for his law degree from 1980-1983 at the University of Victoria.[\[6\]](#fn6) From 1985-1986, he attended Gonville and Caius College at the University of Cambridge as a Commonwealth Scholar (awarded in September 1985 by the British Council),[\[7\]](#fn7) graduating with a Master of Law degree.[\[8\]](#fn8) Seckel received additional educational certifications from the [Institute of Corporate Directors](https://www.whiteroseintelligence.com/Institute-of-Corporate-Directors) (November 2012),[\[7:1\]](#fn7) CommunityShift (2013), Royal Roads University (2016-2018), and Columbia Business School (2019).[\[6:1\]](#fn6) ### Career Seckel began his career at Russell & DuMoulin in 1982, working his way up from student positions to Associate and Partner.[\[9\]](#fn9) He served as law clerk for the Chief Justice of British Columbia, Nathan Nemetz, from 1983-1984, before focusing on his work as a litigation lawyer.[\[8:1\]](#fn8) Russell & DuMoulin merged with Fasken Martineau in late 1999, resuming business in February 2000 as Fasken Martineau DuMoulin.[\[10\]](#fn10) Starting in January 2001, Seckel began co-authoring an annual series called "BC Supreme Court Rules Annotated" with James MacInnis, published by Thomson Reuters.[\[9:1\]](#fn9) He was designated Queen's Counsel (now King's Counsel) in 2003.[\[8:2\]](#fn8) Seckel left the firm in April 2003 and became Deputy Attorney General for the [Government of British Columbia](https://www.whiteroseintelligence.com/Government-of-British-Columbia).[\[9:2\]](#fn9) He stayed in this position until 2009, when he took lead of the [BC Public Service Agency](https://www.whiteroseintelligence.com/British-Columbia-Public-Service), Cabinet Secretary and Deputy Minister to Premier Gordon Campbell until March 14, 2011.[\[8:3\]](#fn8)[\[11\]](#fn11) On June 7, 2011, Seckel registered as a lobbyist for the British Columbia Medical Association (BCMA), which later became Doctors of BC.[\[12\]](#fn12) He was announced as the new CEO of Doctors of the BCMA on October 11, 2011, succeeding Mark Schonfeld, and taking over duties effective October 31, 2011.[\[13\]](#fn13)[\[14\]](#fn14) He served in this role until December 2021\. From June 2012-June 2019, he served as a member of the TELUS Vancouver and Coastal Community Board of the [TELUS Friendly Future Foundation](https://www.whiteroseintelligence.com/TELUS-Friendly-Future-Foundation). Seckel was a member of the Deputy Minister Advisory Panel on Criminal Legal Aid from 2013-2014.[\[15\]](#fn15) From December 2013-November 2019, Seckel served on the board of directors for [Covenant House Vancouver](https://www.whiteroseintelligence.com/Covenant-House-Vancouver). Seckel served as a member of the board for [LIFT Impact Partners](https://www.whiteroseintelligence.com/LIFT-Impact-Partners) from sometime in 2015 until November 2019.[\[9:3\]](#fn9) From May 2015 to December 2020, Seckel served as Chair of the Measurement Working Group for [Access to Justice BC](https://www.whiteroseintelligence.com/Access-to-Justice-BC) (A2JBC). From May 2017-June 2018, Seckel served as Chair of the Mobility Pricing Independent Commission for TransLink and the Metro Vancouver Mayors’ Council on Regional Transportation.[\[16\]](#fn16) In December 2019, Seckel became board chair for Covenant House Vancouver. ### COVID-19 In February 2020, Seckel joined the board of directors of [Legal Aid BC](https://www.whiteroseintelligence.com/Legal-Aid-BC). On April 24, 2020, the British Columbia Ministry of Attorney General announced the establishment of the [Cross-Jurisdictional Technical Advisory Group](https://www.whiteroseintelligence.com/Cross-Jurisdictional-Technical-Advisory-Group) with Seckel as Chair.[\[17\]](#fn17) Seckel was appointed to the board of directors of the [Insurance Corporation of British Columbia](https://www.whiteroseintelligence.com/Insurance-Corporation-of-British-Columbia) (ICBC) on April 22, 2021.[\[18\]](#fn18) In May 2021, he became Vice Chair of Legal Aid BC's board of directors. In July 2022, Seckel became board chair for [BC Housing](https://www.whiteroseintelligence.com/BC-Housing). In January 2023, Seckel was made a board member for TransLink. Seckel was appointed as the inaugural Fair Practices Commissioner for [WorkSafeBC](https://www.whiteroseintelligence.com/WorkSafeBC) on May 1, 2023.[\[19\]](#fn19) Later that month, he became board chair for Legal Aid BC. In July 2023, Seckel was appointed by the [British Columbia Ministry of Health](https://www.whiteroseintelligence.com/British-Columbia-Ministry-of-Health) to lead the amalgamation of British Columbia's medical regulatory colleges as set forth in the *[Health Professions Act](http://archive.today/2023.09.28-195910/https://www.bclaws.gov.bc.ca/civix/document/id/complete/statreg/96183%5F01).* He thus assumed "the powers of the college boards for matters directly relating to the amalgamation."[\[20\]](#fn20) A team from [Deloitte](https://www.whiteroseintelligence.com/Deloitte) was responsible for creating a plan for the amalgamation to be presented in fall 2023.[\[21\]](#fn21) The official "day one" of amalgamation was scheduled for June 28, 2024.[\[22\]](#fn22) In October 2023, Seckel updated his [LinkedIn profile](http://archive.today/2023.10.27-200929/https://www.linkedin.com/in/allan-seckel-72907331/details/experience/) to reflect his appointment as amalgamation lead.
